What kind of format are you planing to use for the Aozora Bunko Translation Project?
On Japanese Aozora Bunko, they use text with some annotation. Then the text is transformed into xhtml by pearl script.
On translation project, I think XML would be good for transforming it into different formats like pdf, html or epub but it needs some tweak on custom XSL stylesheet.
If you use XML, I can help you for it becase I've been studying XML or related technologies, though I'm not professional level and need additional study.

To be honest, Catch 22, we're all pretty technologically inept over here at Beholdmyswarthyface, so we haven't given it any thought. What do you suggest?

You might want to add Takamura Kotaro's essay "Midori no taiyo." Here's the link to the original: http://www.aozora.gr.jp/cards/001168/files/46507_25640.html
